This paper presents a comprehensive comparative analysis of smart meter (SM) solutions and functionalities across Europe, with a particular focus on Germany and Spain. Smart meters (SMs) serve as the technological backbone, enabling granular consumption insights, automated data exchange, demand response participation, integration of distributed energy resources, and system-wide optimization. Despite harmonized EU-level provisions such as Directive (EU) 2019/944 and Commission Implementing Regulation (EU) 2023/1162, national implementations within the EU remain fragmented, resulting in limited interoperability and high integration costs. Through detailed mapping of EU legislation and in-depth country profiling, the study evaluates national SM infrastructures with a particular focus on governance structures, technical architectures, and data access principles. Germany serves as an example of a highly complex, secure gateway-based architecture with advanced flexibility features, but faces challenges in market adoption and scalability. Spain showcases a rapid, DSO-centric rollout with high penetration rates but limited consumer empowerment and interface standardization. The analysis identifies key barriers to harmonization, including divergent market roles, data availability, and security models, which impede the scalability of smart energy services. The paper concludes that a unified regulatory and technical approach, standardizing roles, data formats, interfaces, and certification, is essential for achieving interoperability, scalability, and the full benefits of smart metering across Europe.
